we went out twice and we are kind of talking

I want her to be my girlfriend.

she has said till this day that she does like me but she acts indifferent when we talk.

KIND of talking? What does that mean?
Not talking much? That's not going to help you.

You're not giving very much info here, but from what I can tell it sounds like you need to DHV and run some attraction again until you get some IOIs, then really work on forging an EMOTIONAL CONNECTION. You will not achieve a relationship without a connection, and you can't build a connection by not talking.
